Here is a spreadsheet showing the registered voters for the past few years along with several options for amount allowed per registered voter.
Note that for council member, it's the previous year when any council member is elected (not that particular place 3 years prior) and for Mayor it's the previous year in which we elected a Mayor so that's only even numbered years. See notes at the bottom of the grid.
