12. American Rescue Plan Funds

Consider approval of Resolution 2021-219R, approving a reallocation of no more than $53,775 of American Rescue Plan Funds from Together for a Cause to provide for
certain direct payments to local hotels housing persons negatively impacted by the pandemic in accordance with American Rescue Plan standards and authorizing the City Manager or his designee to execute all associated agreements on behalf of the City; and declaring an effective date.

Will there be additional funding that can be made available from the first allocation of ARP Funds, to aid our Coalition in continuing their hard work with the County? I have seen them in action at the Library and they are working with many people affected by Covid with applications, as well as collecting all data that will one day be entered into the HMIS system once licenses are purchased by the city. The county offers ERP but offers no administrative costs associated, it’s all volunteer work that isn’t going to be sustainable without funding to administer the program.

If we can reallocate some funding to our coalition, how long would that take to be approved?

I am concerned about the wording in Part 1 that states:
"PART 1. The reallocation of no more than $53,775.00 of American Rescue Plan Funds from Together for a Cause to provide for certain direct payments to local hotels housing persons negatively impacted by the pandemic in accordance with American Rescue Plan standards is hereby approved."
My concern is that we didn't finally allocate those funds to TFAC. We did formally vote on the request, and had we gone the usual route of allocating funding for ARP, CDBG, etc., the funds would have been allocated. But because we determined this time would be a two-step process (for several of those to whom we voted to allocated funds), with a second approval needed, we ended up with the funds NOT being actually allocated.
I suggest amending to something like (caps for added text):
The reallocation of no more than $53,775.00 of American Rescue Plan Funds INITIALLY ALLOCATED BUT NOT FINALLY GRANTED TO [DELETE-"from"] Together for a Cause...
If staff has a better way to word it, I'm all ears.

The County had the opportunity to use some of the Emergency Rent Assistance funds to cover administration or program delivery for the Emergency Rent Assistance program. Not all of it had to be allocated directly to the program.

Funding could be reallocated for this purpose. We must first identify which project or program this funding would be pulled from and the revised allocation plan would need to be brought before City Council to be approved.

Because the Council voted to allocate the funds, they were actually allocated (granted). No contract was approved, so now the funds must be reallocated. I suggest the following wording:
"PART 1. The reallocation of no more than $53,775.00 of American Rescue Plan Funds from that had been allocated but not contracted for Together for a Cause to provide for certain direct payments to local hotels housing persons negatively impacted by the pandemic in accordance with American Rescue Plan standards is hereby approved."
