Consider approval of Ordinance 2021-24, on the second of two readings, authorizing the conveyance, at no cost, of City-owned lots located at 404 Broadway (also addressed as 501-503 Parkdale Drive), 300 Herndon, 318 Shady Lane and 207 South Comanche (also addressed as 213 South Comanche) to qualified buyers under applicable Community Development Block Grant (CDBG) and Home Grant Programs for the purpose of constructing affordable single-family homes using Grant Funds under such programs; authorizing the City Manager or his designee, to execute contracts, deeds and associated closing document necessary for the conveyance of these lots under terms as allowed under said Grant programs on behalf of the City; including procedural provisions; and providing an effective date.

I've been told that the houses on the same side of Parkdale have backyard flooding problems when it rains hard for an
extended period of time and that the water would flow to Broadway if it could get there.
Perhaps we can solve this problem for the other lots by providing a drainage path through these lots.
Please advise if this can be added to the list of things we will consider for the Broadway/Parkdale lots.

The short answer is “yes”. CDBG funding will be used to review the drainage that impacts the back yards of the lots on which we are about to construct housing, as well as lots nearby, both upstream and downstream. The lots on the same side of Parkdale are just upstream of the lots that will be under construction. The drainage issues from the upstream lots will have to be considered in any solution proposed for the lots under construction (a development code requirement), and this may resolve the issue for all the lots at once.
