Consider approval of Resolution 2021-69R, approving the San Marcos Regional Airport Master Plan to guide the Airport’s future development and operations; and declaring an effective date.

Maybe this was in another presentation but can someone remind me what the projected net profit is yearly after the suggested improvements? How quickly will we recover the 3mil the City is looking to spend for our share?

I believe that we have a unique opportunity to put public health before easy economic gains. As the literature points out there are links, and combined with car emissions and the expansion of FM110 into the area, we should use this time to create a baseline of health of the residents in the area to ensure these developments aren't poisoning them 15 years down the line. Maybe we can get creative and partner with some University or research institute to conduct a longitudinal study on the effects of development on nearby residents?

Gary Job Corps could be a great partner with this venture since they have long term employees and tenants, and could serve as a location to conduct outreach and testing in the area.

Were we able to get clarity on the participants in the outreach? They said they had about 30~40 people but didn't take any demographic or stakeholder status information down?

I understand the need to create revenue streams for the City, I just think it would be a proactive health measure to make sure residents knew about the expansion of the airport and knew we were trying to keep their wellbeing in mind.

Ultimately, the goal is for the Airport to be self-sustaining. Given the financial considerations described in the Airport Financial Analysis Memo to Council dated April 16, 2021 and that the availability and timing of potential FAA/City funding is not known at this time, it is not possible to make such a projection.

Our research did not find an entity in Texas conducting this type of baseline health study, nor does City staff have the expertise to scope a long term public health assessment. Therefore, it would take a significant effort to pursue such a study if requested by Council.
