Receive staff presentation on the status of current projects and potential reallocation of remaining Community Development Block Grant - Coronavirus Response (CDBG-CV) funding to new programs and provide staff direction.

While these options look good, what else was considered?

In City staff discussions with County staff, the County staff proposed using the funding for a park near Capes Dam, but the timing of that project will not be soon enough for the deadline to expend funds. Staff contacted Hill Country MHDD but they have not spent the General Fund (CRF) funding they received, and they did not anticipate being able to spend additional money within the requirements of CDBG-CV. Staff considered current programs by non-profits in San Marcos (such as those funded by HSAB, and those found in an internet search) but they did not fit well with CDBG CV criteria for the most part. Staff reviewed what other cities are using CDBG-CV funding for and noticed that some are doing parks projects now instead of new rent or utilities projects. Staff also contacted Community Action and the Foodbank as providers who see a broad range of needs and both mentioned the need for childcare – which doesn’t fit well with CDBG-CV but did fit with the former CRF funds. Staff found Project HEAL during the internet search and contacted them to see about setting up a scholarship program, and also contacted the parks department about projects currently needed but unfunded.
