Consider approval of Resolution 2021-67R, designating categories and criteria for the use of General Fund dollars made available due to the Award to the City of CARES Act Coronavirus Relief Funds; partially allocating such funds; authorizing the City Manager to act as the Official Representative of the City in matters related to said funds on behalf of the City, and declaring an effective date.

Can we require that applicants for this new pot of small business money require their customers, employees, and owners to follow CDC guidelines as previously discussed? Given the "...takes advantage of the existing framework developed for a recent CDBG-CV program", I wanted to make sure we were using a more proactive framework here.

Would the Chamber be taking another administrative fee of up to, was it 15 or 20%?

The new CRF/General Fund program could require as a condition of accepting the funding that the customers, employees and owners must follow CDC guidelines.
A new CRF/General Fund program would be a completely separate program with its own contracts and procedures. “Existing framework” means that the Chamber now has experience implementing similar grant procedures, and has the processes in place to review applications for program eligibility, create grant program documentation, and issue payments.
The Chamber is not receiving a fee for the CDBG-CV program. For that program, the Chamber is only allowed to receive reimbursement for the hourly costs of staff to run the CDBG-CV program, tracked on timesheets. Staff is recommending the same reimbursement structure for the CRF/General fund program. (So far the Chamber has not requested reimbursement of staff costs, but they are allowed to do so.)
