Slide 17 - "zeroing out" tells me WHAT you are doing but doesn't tell me WHY. Given the small amounts should I assume that projects came in a bit under budget?
Yes, you are correct that we are zeroing out the project line items because the actual cost has come in below initial estimates. I have made this clarification on the presentation.
Slide 16, 18 explain what is happening. Except the Single Use Container Ban. Were we that much under on that one? I don't recall allocating $176,710.00 for this project but it appears we did. Was that cobbled together from several sources?
The funding for the Single Use Beverage Container Ban Implementation is one of the items that changed most from the initial presentation sent to Mayor and Council on Monday. Instead of having over $89,000 available from that line item, it is only $24,282.46. The original amount of $176,710 was the remainder that was available in the April reallocation and was based on estimates.

Mental Health Clinician - for what hours do we have this service now? What would be the hours if we add $92,499.00 for that funding?
Qualified Mental Health Professional Kelly Castillo works primarily Monday through Friday. Her shift begins at 8:30 am, and the day ends after their last call for service / investigation. This may be 5:00 pm, or it may be much later, depending on any investigations. She is also part of our newly formed Behavioral Threat Assessment Group (BTAG), which works across county to prevent mass murder through active case management of high-risk individuals. We are one of a few cities in Texas that have moved forward with this threat to life program, and we are doing it in collaboration with Hays County, Kyle, Buda, University, District Attorney’s Office, and Judicial Services.
This additional funding will extend the provision of services through the end of 2026 and does not increase the number of hours per week.
