Receive a presentation and hold discussion on Capital Area Metropolitan Planning Organization (CAMPO) Transportation Corridor Study and related City implementation efforts (S. Guadalupe properties and City Hall complex.)

Will information about the Quonset structure at 140 S Guadalupe be included so we can fully answer the question posed? There will be information provided at the Historic Preservation Commission tonight.

Will information be given about WHY they decided to make recommendations on our City Hall location?
Are we expected to give opinions on location of future city hall at this meeting?

Will information be given about WHY they decided to make recommendations on our vacant lots on 100 block of S Guadalupe?

Will information be given about WHY they didn't look at Hwy 80 from River Road to the end of the study area in the same manner they looked at SH 123 be provided? We specifically added that part of Hwy 80 to the study area for a reason.

Will information about the Quonset structure at 140 S Guadalupe be included so we can fully answer the question posed? There will be information provided at the Historic Preservation Commission tonight. The focus of the building assessment was on the ability to use the existing structures. Historical information on the building use from the Phase 1 Environmental Assessment will be shared.

Will information be given about WHY they decided to make recommendations on our City Hall location? The City property location was identified because of the City’s on-going discussion of a new City Hall facility. The study provided the opportunity to look at the site for catalyst opportunities to meet City goals.

Are we expected to give opinions on location of future city hall at this meeting? Not at this time.

Will information be given about WHY they decided to make recommendations on our vacant lots on 100 block of S Guadalupe? When the City purchased these lots the City staff requested this location be reviewed as a catalyst site for opportunities to meet City goals in the downtown.

Will information be given about WHY they didn't look at Hwy 80 from River Road to the end of the study area in the same manner they looked at SH 123 be provided? We specifically added that part of Hwy 80 to the study area for a reason. The more detailed look at SH123 was associated with the catalyst site at the intersection on Wonder World and SH123. The corridor analysis was the same and the roadway corridor and typical section for SH80 included the added area.

2. Guadalupe Street Parcels Catalyst site - can staff add to this concept that whatever is built there will be built using the historical architecture of the Down Town Historic District as a guideline - more so than the standards we just adopted? If so this could be a catalyst for the designs in the downtown areas surrounding the square.

3. City Government Plaza – Catalyst Site -
Scenario A – use the same site with commercial and townhomes and parking structure city hall surrounded by all of it

what is a Bio-Boulevard? Will parking for city hall, the townhomes and commercial all be located in D? How far is that from City Hall for people with disabilities or mobility issues?

4. “MISSING MIDDLE” HOUSING • 1-2 bedroom townhomes • Focus on private space versus on-site amenities • Urban rental lofts • Open floor plan Q: When I think of missing middle housing, I think of families too not just young professionals, why are we limiting to 2 bedrooms only?

5. Medical Center Catalyst Site - Can we consider offering lower rental rates that are sustained for a time ONLY for Mental Health Care Professionals? We are in desperate need of professionals in the field of mental health. New Braunfels is a location they gravitate towards - they don't choose SMTX, but they might if it helps with their over all financial goals/business plan. We NEED a "catalyst" for these types of professionals.

In this context it is a transportation corridor with adjacent urban land use (higher density, walkability, better access to transit) versus a suburban (auto oriented) or rural land use.

2. Guadalupe Street Parcels Catalyst site - can staff add to this concept that whatever is built there will be built using the historical architecture of the Down Town Historic District as a guideline - more so than the standards we just adopted? If so this could be a catalyst for the designs in the downtown areas surrounding the square. This study is only a starting point for the City to consider as it moves forward.

what is a Bio-Boulevard? Will parking for city hall, the townhomes and commercial all be located in D? How far is that from City Hall for people with disabilities or mobility issues? The term “bio-boulevard” is used to capture the sensitive location of Hopkins in relation to the San Marcos River and identify water quality considerations in its design. Townhouses would typically have parking/garage space for the residents. Access for ADA would be part of the detailed design considerations to make sure to address equitable access.

4. “MISSING MIDDLE” HOUSING • 1-2 bedroom townhomes • Focus on private space versus on-site amenities • Urban rental lofts • Open floor plan Q: When I think of missing middle housing, I think of families too not just young professionals, why are we limiting to 2 bedrooms only? I believe this is what the market demand was indicating for more urban locations. You can see the Medical Center site has a wider mix of housing types which can also address the missing middle. We will make sure the consultant touches upon this tonight.
