Please provide a list of all city facilities and note which are intended to be part of the new city hall complex.

What is the expected height/capacity of the parking garage?

If City Hall was moved downtown, could this spot be used for a mix of a community theater (per the arts master plan), and mixed housing/retail/etc?

Response provided by the City Manager's Office:

Mayor Hughson:

The location of a new city hall will affect the departments that are included to a certain extent. Staff is seeking initial Council direction of where you may be interested in locating a new city hall and will then go and perform additional analysis prior to scoping the building. The PGAL study looked at housing the City Manager's Office, Council & Clerk, Communications, Human Resources, Legal, Information Technology, Engineering/CIP, Planning and Development Services, Finance, Utility Billing, Parks and Recreation Administration, Neighborhood Services, Municipal Court

The buildings where these departments are located include:

City Hall Complex - 630 E Hopkins
Building 1 – City Hall – HR, CMO, City Clerk, Legal
Building 2 – Communications and GIS
Building 3 – IT, Finance, Planning, ENG/CIP,
Building 4 – Modular – Purchasing and CDBG
Building 5 – Neighborhood Services – Resource Recovery, Code Enforcement

Household Hazardous Waste – 634 E Hopkins

Parks Admin and City Marshal staff - Grant Harris JR. Building 401 E Hopkins

Old SMEU – 1040 Hwy 123 – Utility Billing

Municipal Court - Hays County Government Center, 712 S Stagecoach Trail

The plans before you are more conceptual, and the height/capacity of the parking garage has not been determined. There are many factors that will have to be considered if a parking garage is included as a part of this project including location and surrounding land uses.

If City Hall was moved downtown, could this spot be used for a mix of a community theater (per the arts master plan), and mixed housing/retail/etc?
This scenario could be a possibility; however, it is still to be determined if a parkland election is necessary so the current City Hall property can have other uses.
