Receive a Staff presentation on Fiscal Year 2026 Capital Improvements Program as contained within the proposed Fiscal Year 2026 budget.

How many projects that we funded in FY25 were funded to be less than a 20-year lifespan?

Next time, please place the PZC letter and Comp Plan info before the CIP book. I almost missed those!

Response provided by Marcus Naiser, Assistant Director of CIP, Engineering:
The design life and finance term for these projects are 20 years or more, except for the following:
  1. ID #722, Fire Dept. New Engine – Yarrington and IH 35 (Station #7): A fire engine is good for 10-15 years. Starting with Fire Engine #7, equipment will not be part of CIP funding, but be paid for using Equipment Replacement Plan.
  2. ID# 32, Activity Center Audio-Visual System Installation: Audio Visual technology advancements will make this equipment obsolete much sooner than 20 years
  3. ID# 250,Water Master Plan: The master plan itself requires update every 3-5 years and there is modeling and consultation needed annually for implementation.
Principal payments on debt issued are advertised from year 1, and those items with less than a 20-year life are covered earlier in the debt repayment process.

Can we get a separate graph with the CIP projects that have “Bond Election” amounts?
Response provided by Shaun Condor, Director of Engineering/CIP:
I will touch on this in the presentation…but bond amounts are shown in the 10 Year CIP Project List that shown on pages 7-11 of the CIP Book. The far-right column indicates what amounts are identified as bond election amounts. At this time, we expected to fund General and Stormwater amounts through a bond election. Water/Wastewater and Electric amounts will be funded by the utility rates.
