Can y'all remind me how much we anticipate charging per spot at City Park, how much money we assume we'll make, and where that money gets directed (I'm assuming the general fund)?

Regarding the agreement with TxSt parking lot, the PPT (page 22 of the packet, 17 of the presentation) has
"Update Rate – staff recommendation to increase to market value over next 3 years"
What is the current market rate?

Regarding paid parking at City Park. During previous council discussions, the council has always agreed that we do NOT want to charge our residents parking there either to use the river or for an event at the Rec Hall. I don't see anything in the PPT that shows how this will be handled.
Each time we discussed it, we got bogged down in HOW to let our residents know they CAN get a sticker to park for free and how to distribute them. Wait until they get a ticket and handle it then? Voiding the ticket and giving them a sticker?

The parking fee is a policy decision that may either be considered via a recommendation from the Parks and Recreation Board (assuming that is the direction of City Council to have the Parks and Recreation Board work on this) or the City Council may set the rate itself without a recommendation. There are numerous scenarios to be considered other than just the hourly rate. It could also include dates of operation, season pass discounts, and special event rates. The policy decisions that establishes the paid parking program will determine the amount of money to be generated. If Council proceeds with a Paid Parking pilot program, the decision of how the revenue generated is managed can be addressed at a future date.

The market rate for a dedicated (reserved) parking space in the downtown core is currently $131.88 per space per month.

Regarding paid parking at City Park. During previous council discussions, the council has always agreed that we do NOT want to charge our residents parking there either to use the river or for an event at the Rec Hall. I don't see anything in the PPT that shows how this will be handled. The software does provide a registration process (must be validated by city staff) for city residents to have their vehicles entered into the system that waives any parking fees. The system is very customizable in that residents can be provided free parking at all times, or for everything except special events held at Texas State University, like football games. Regarding events held at the Pauline Espinosa Community Hall, parking can be pre-validated at the time of reservation. The renter will be provided a code that can be distributed to their guests. That code will then be entered at the terminal or mobile app and parking will be free to that person attending that event.

Voiding the ticket and giving them a sticker? Residents will not have to display a sticker or decal, but must register their license plate with our system. If residents do not pre-register their vehicle and receive a citation during a visit, the Court has indicated the citation will be waived upon successful registration of the vehicle within a specified time period. Communication strategies concerning resident vehicle registration will be developed and launched well in advance of the paid parking period. It will also be centered upon ease of participation for our residents and staff.
