Hold discussion and participate in Fiscal Year 2025-2026 Visioning Workshop, topics discussed may or may not include or be limited to: growth, quality of life, economic development policies, transportation, community partners, outreach, future infrastructure and facility needs, beautification and community enhancement, enhancement of core services including future staffing and personnel needs, flood mitigation strategies, and provide direction to Staff.

The following questions are all related to the various goals of the strategic plan:
  • Goal: Economic Vitality
    • Questions:
      • When performing the recruitment and retention of businesses and determining potential incentives, is there an evaluation conducted on the labor practices of the business under discussion? If so, how is this evaluation conducted and what is included within this evaluation?
      • Can I get a breakdown of how many individuals are currently employed by the City in comparison to the overall population?
  • Goal: Public Safety, Core Services & Fiscal Excellence
    • Questions:
      • How many vacant officer and firefighter positions are there and in what respective departments?
      • What is the current overtime budget for each department?
      • Do we currently collect exit interviews or surveys from de-identified officers/firefighters/employees within public safety depts. upon termination of employment?
        • If so, please send the survey form and any documentation describing the exit interview process, including how it is explained to individuals.
      • When is the next scheuled policy academy set to begin? Is this a recurring event and if so, how frequently are new classes sworn in?
  • Environmental Protection
    • Question:
      • What is the city’s current process for measuring and combatting air pollution? More specifically, has the city identified ways we can improve or had any prior discussions related to prevention.

    • Can I get a copy of this study being discussed? How was the decision made to select the individual/individuals conducting this study?
  • Page 29: Policy Study Recommendations and Achievements
    • When designing the online reporting platform, was there any discussion on including under “Incident Type” an opportunity to file an officer-specific related complaint?
  • Page 30: Police Study Recommendations and Achievements
    • What was the methodology behind identifying a correlation between the implementation of the “Intelligence Led Policing Model” and the reduction of violent crime?

    • Can I get an overview of the methodology used to determine the need for annual police FTE increases?

    • Do we have an estimate of the annual expenditures for beautification efforts, both in terms of personnel and contracted services?

    • RE: Recent Big Dollar Misses
      - What was the reasoning around the “recent big dollar misses”?
    • Have there been any efforts to identify grant opportunities to fund any Rio Vista neighborhood desired drainage projects?
  • Page 120: Downtown Area Plan Implementation Concerns
    • Could someone please provide me a summary of all allocations made for staff assigned to the downtown area of the past five years? Include all relevant funding sources.
  • Page 126: 2024 Summer Season Experience
    • Can I get a summary of all allocations made for park related staffing over the past five years? Including any additional funds set aside for summer specific seasons.
    • Of the injuries experienced this past summer season, was there any discussion on potential ways to mitigate future injuries?
  • Page 129: Environmental Impact - Litter
    • Does any department currently receive funding to handle river and park cleanups or are these strictly happening on a voluntary basis?

Please see attached responses provided by Directors. Thank you very much for your time and attention to this information!

  • If so, please send the survey form and any documentation describing the exit interview process, including how it is explained to individuals. When an employee’s resignation letter is received, the employee is contacted and encouraged to participate in an exit interview. The employee is provided with the attached form, which is the basis of a face-to-face interview. This allows us to clarify their feedback and understand what we’re doing well, what we can improve as well as any concerns encountered in their employment experience with the City. We are currently developing an online survey with the goal providing de-identified information and related reporting.
  • What is the city’s current process for measuring and combatting air pollution? More specifically, has the city identified ways we can improve or had any prior discussions related to prevention. Our Urban Forestry Division has planted over 400 trees last year in parks and on city properties. Additionally, they have continued to host the annual Community Tree Giveaway event where they gave away 980 trees at the last event.
  • Page 126: 2024 Summer Season Experience
    • Of the injuries experienced this past summer season, was there any discussion on potential ways to mitigate future injuries?
      Regarding the cause of injuries at our riverfront parks during Summer Season, the discussion among staff is that the root cause of injuries is an inability to manage access to our riverfront parks and an inability to control alcohol from being brought into our riverfront parks. A managed access program would control overcrowding and staff ability to reduce alcohol brought into our riverfront parks. Overcrowding (which occurs Friday, Saturday, and Sunday of Summer Season) combined with high Summer temperatures, and combined with overconsumption of alcohol and intoxication, leads to fights and assaults which create injuries. The overcrowding also results in individuals competing for limited parking spots available, which leads to fights and assaults which create injuries.
