Consider approval of Resolution 2026-159R, authorizing Amendment No. 1 to the Interlocal Cooperation Agreement with Texas State University to allocate Federal Transit Administration (FTA) grant funds in compliance with the Fiscal Year 2027 FTA Triennial Review; authorizing the City Manager, or her designee, to execute the amendment on behalf of the city; and declaring an effective date.

To which agenda time on which agenda?

When will our bus systems (City and TxSt) be coordinated regarding stops and pickups?

Will there ever be a time that a bus, any bus, goes to the outlet malls after 9:00 so employees there can ride a bus home? This is just one example of a need for the bus system.

"To satisfy the public participation requirement, staff is evaluating on-demand service options as part of the ongoing update to the Transit Development Plan."
The Federal Transit Administration requires public participation prior to implementing major changes in transit service or adding a new mode of transit such as on-demand service. Staff is currently evaluating different transit modes including on-demand service in the Transit Development Plan. In this context, “on-demand service” is shared surface transportation from point to point in smaller vehicles than traditional transit buses.

Staff has coordinated bus stops on University Campus and on at the University’s Star Park previously. The Transit Development Plan will include short-, interim-, and long-term coordination of stops and bus routes with Plan recommendations spanning a five-year horizon.

Excellent example, and yes, these types of considerations are exactly what the Transit Development Plan will explore and solicit public input on community needs. The Transit Development Plan project will also be releasing a Community Survey in the next few weeks. The Community Survey will help frame the plan recommendations and ensure the plan includes solutions that works for the community.
