Consider approval of Resolution 2021-203R, approving a Professional Services Agreement with Freese & Nichols for the development of an emergency preparedness plan for the City’s water utilities as required by recently enacted legislation in the estimated amount of $59,353.00; authorizing the City Manager or his designee to execute the agreement on behalf of the City; and declaring an effective date.

This agenda item covers the water systems only. The rulemaking for the electric is still ongoing, but to date the only generation and transmission providers will be impacted by the requirements of Senate Bill 3.

The Emergency Preparedness Plan requirement is intended to ensure that all water and wastewater utilities go through the process of in-depth system analysis to identify both single point vulnerabilities and assets that merit additional maintenance, develop capital plans for additional protections, and document maintenance needs. The combination of additional layers of engineered safeguards and better or more frequent maintenance should dramatically the reduce the chances that multiple levels of failure occur which can lead to effluent discharges, loss of system pressures, and other issues which disrupt services.
