Consider approval of Resolution 2023-143R, approving an Encroachment Agreement with Guadalupe-Blanco River Authority (GBRA) that allows relocation of certain GBRA Improvements, due to construction by Hays County, to encroach within a City easement in the vicinity of the intersection of Staples Road and Old Bastrop Highway; authorizing the City Manager, or her designee, to execute the said agreement on behalf of the City; and declaring an effective date.
