Consider approval of Resolution 2023-180R, authorizing the award of a professional design services contract to Abercrombie Planning + Design for the provision of architectural services in designing Fire Station No. 3 renovations for a cost not to exceed $500,000.00 for all phases of design; authorizing the City Manager, or her designee, to execute the agreement on behalf of the city; and declaring an effective date.

I see that $500,000 is requested for all phases of design with $55,000 expected for phase 1.
The background info includes "The station will be renovated and remodeled to expand the apparatus bays, incorporate contemporary firefighter health and safety features, improve overall energy efficiency, and add a designated fitness area to the existing structure. The interior will be redesigned to improve response capabilities and operational efficiency. Site access will also be redesigned to allow for better response and safer return by fire apparatus. An enclosure for the generator and dumpsters, to meet current city codes, will also be constructed."

The letter from the contractor regarding fees states a list of work and includes "The proposed fee structure is a lump sum of $50,000.00 USD and will be billed on a percent complete basis."
Also "The renovation is anticipated to expand apparatus bays and add fitness areas to the existing structure. The interior will be reworked to improve response capabilities and operational efficiency. Site access will also be redesigned to allow for better response and safer return by fire apparatus."

Why the 9X difference between the request and statement by the contractor?

The $50,000 is for preliminary design and scope. This is for Architecture and Engineering (A&E) only and does not include construction. We will begin working with the architect later this week, if this item is approved, to come up with the list of things that we need to add/change/modify. He will take that list and develop a couple of different scenarios. Once we make a final selection from those, he will get with his Civil, Structural, Electrical, and Mechanical engineers and give us a proposal for the full A&E for this project. We are coming to Council at this time because we know the total cost will well exceed $100K and we wanted approval before we start, so that we don’t have to pause and come back to Council once we have the updated and accurate pricing. We anticipate the final number to fall between $400K and $500K.
