Consider approval of Resolution 2025-26R, approving an interlocal agreement with Texas State University for groundwater sample collection, testing, analysis, and monitoring services in an annual amount not to exceed $60,000.00 for a period of five years; authorizing the City Manager, or her designee, to execute the agreement on behalf of the City; and declaring an effective date.

Was there any discussion on paying for this utilizing TIRZ or is that not permissible?

How many gallons of reclaimed water is applied to the KT golf course throughout the year?
74.1 million gallons of reclaimed water per year which equates to roughly 203,000 gallons per day of beneficial reuse.

What triggered the need for this testing and analysis?
The use reclaimed water over the Edwards Aquifer Contributing Zone and its potential impact to groundwater.

Was there any discussion on paying for this utilizing TIRZ or is that not permissible?
The Carma Paso Robles (Kissing Tree) TIRZ did include these groundwater monitoring charges as an eligible project cost for an agreed upon five-year period. The five-year monitoring period has ended and there were no significant findings as far as impacts to groundwater quality. The Utilities Department has chosen to voluntarily continue this monitoring at their cost after the TIRZ finance plan was amended recently to remove the monitoring as an eligible cost.
