Council is being asked to allocate a total of $150K for this initiative. The Police Department’s Mental Health Unit is using Evoke Wellness as a jail diversion strategy, in light of the fact that we do not have an Extended Outpatient Therapy Unit or Crisis Stabilization Unit. Thus far, Evoke has treated two clients, and both are San Marcos residents.
The increase sought is only $51K. This specific increase is sought because Council previously earmarked $150K for this diversion initiative. Since the contract will eventually exceed $100K, the City is seeking the additional $51K and Council approval. It is not an increase of $150K.
The program is geared toward city residents, but that has proven problematic. Case in point: if the person is homeless and staying in San Marcos, we consider that person eligible and subsequently provide services, versus them cycling in and out of jail.
The County also budgeted funds for similar services, so non-residents would likely be referred to Evoke by them. I am aware of referrals from the County’s Mental Health Court (Judge Elaine Brown). I believe the County earmarked $50K, and I do not know if they continued their funding in FY 2025.
