Fiscal Note:
Prior Council Action: Council voted to approve the acceptance of the Amex grant on XXXXX - please remind me when this was done or is it on page 423 under Background Information:, 4th paragraph? City Council approved the acceptance of the Amex grant on May 7, 2024.
On page 426 I find this:
4. Remove/ Install New Plywood & Fasten : 11 Windows
• Western will remove any plywood on the windows and replace with new plywood and fasteners as directed in the Artistic Board Up Standard Provided. No painting of the plywood is included
Why aren't we having the plywood painted if this is to stabilize the exterior? Placing plywood over the windows would be a temporary measure. Please see additional clarification on the windows below.
Painting is noted in items 6 and 7. And maybe 12
I find in the General Qualifications list:
14. Before work to begin Western will need all lead-based paint removed.
Did we find lead-based paint on the structure? Due to the age of the building, environmental testing was completed. The presence of lead-based paint was detected on the exterior of the building. Before Western Specialty begins repairs to the building envelope, lead paint remediation will be completed by a separate company, Alamo1, in the estimated amount of $21,150.00.

22. Western is not responsible for painting windows. Pending any historic detail for waterproofing- Western excludes any waterproofing for this bid.

So are we doing everything with the windows except replacing them? The windows are to be refurbished by Heartwood Historic which specializes in historical restoration. Heartwood Historic will remove, refurbish, and reinstall the windows in the estimated amount of $41,658.00. Heartwood Historic will work with Western Specialty to coordinate the removal and installation of the windows. Should the window refurbishment not be complete when Western Specialty finishes the envelope repairs, then Western Specialty will place plywood over the window openings to protect the interior of the building until such time that Heartwood Historic is prepared to install the refurbished windows.
