Consider approval of Resolution 2022‑229R, authorizing a Change in Service to the professional services agreement with Lockwood, Andrews & Newman, Inc. (LAN) to provide engineering services for the bidding and construction phases of the Hull Street Storm Sewer Improvements project in the estimated amount of $18,355.00; authorizing the City Manager or her designee to execute the appropriate documents to implement the Change in Service on behalf of the City; and declaring an effective date.

Why wasn't this part of the Victory Gardens project?
Response provided by Sabas Avila, Director or Public Works:
According to the Engineering Department, the intersection of Hull Street and Grove Street was not included in the Victory Gardens Neighborhood scope of work due to budgetary constraints.

In 2009, the project was separated into six sections: North, South, Willow Springs Creek channel improvements, Guadalupe Bridge replacement, Overhead to Underground Electric Conversion and Off-site Water/Wastewater improvements. At that time, the scope of work for the north section of Victory Gardens was identified to end at the intersection of Hull Street and Camacho.

The drainage issues at Hull and Grove were determined to be a localized drainage issue and could be addressed with a separate drainage project in the future. With the availability of ARP funding, the north section of Victory Gardens Neighborhood can be complete.
