Consider approval of Resolution 2025-121R, approving the revised terms and conditions of an Interlocal Agreement between the City of San Marcos and Hays County for the city to provide Hays County with Animal Shelter Services; authorizing the City Manager, or her designee, to execute the agreement; and declaring an effective date.

  • How frequently is the “space reasons”, or lack thereof, utilized as a justification for performing euthanasia? Please provide data at lease since this policy was adopted.
• Please provide the track changes of any revised terms and conditions from the previously approved interlocal agreement vs. now

Please see the attached report indicating that space has been recorded as the sole justification for euthanasia only twice in the last two years. Euthanasia is utilized as the humane method of ending an animal’s suffering due to injury/illness/medical condition, or to protect the health and safety of people and other animals. Also attached is the word document showing the edits from the previously approved (but not fully executed) ILA with Hays County. One change negotiated between the attorneys was a reduction in the $100,000 support for PALS, to $80,000 to be budgeted for spay/neuter efforts. The second edit was to elaborate that payment would be according to Exhibit VII.
