Consider approval of Resolution 2022-182R, approving a Ground Lease Agreement for Non-Aeronautical Use between the San Marcos Regional Airport and the City of San Marcos Fire Department relating to the Fire Training Facility approved by the voters of San Marcos during a 2017 Bond Election; authorizing the City Manager or her designee to execute the lease on behalf of the City; and declaring an effective date.

Why are we paying ourselves $2,500 per month?
Or are we?
Who is the recipient of those funds?
Response provided by Cassidy Berenato:
The FAA requires all non-aeronautical users to pay market rent for leased property at federally obligated airports, even if that user is a government entity. As part of the FAA’s approval for the release of this land for non-aeronautical use, the City was required to obtain an appraisal which is how we came to the $2,500 figure. The revenue will be transferred to the Airport Enterprise Fund.
