Suggestion. Expand the title so that anyone who doesn't know what "Board-up" means will know that this document is. Perhaps adding "for vacant structures at the end?"
Or changing to "Standards for Securing VACANT STRUCTURES and Artistic Board-up." Caps only to show suggested additional text.
