Consider approval of Resolution 2024-17R, authorizing a Change in Service to the agreement with Plummer Associates, Inc., for the provision of services associated with completing a study of water services infrastructure costs for the purpose of updating the city’s impact fee rates in the not to exceed amount of $107,112.00 and approving a one-year extension of the agreement; authorizing the City Manager, or her designee, to execute the appropriate documents to implement the Change in Service on behalf of the city; and declaring an effective date.

The City leverages impact fees through its impact fee ordinance under Ordinance No. 2020-40, which was last
updated in June 2020; however, Plummer understands that an impact fee study was last completed in
approximately 2013.
So when was the last study done? 2013 or 2020?
If 2013, what exactly did we do in 2020 and how was it different?

Updates occurred in 2013, then again in 2018, and changes were made in 2020 to capture based on meter sizing.
