Item 12: Disposable Diaper Purchase for City's Caregiver Support Program

Consider approval of Resolution 2024-39R, approving a contract with H-E-B Grocery Company through the PACE Purchasing Cooperative Program for the purchase of disposable diapers for the City’s Caregiver Support Program on an as-needed basis funded through America Rescue Plan (ARP) funds in the amount of $130,000.00 to be distributed through the Women, Infants, and Children “WIC” Program with assistance from other participating non-profit organizations serving low-income families; authorizing the City Manager, or her designee, to execute the contract on behalf of the city; and declaring an effective date.

I see that pricing is floor or shelf price at the time of purchase. Is there not a vendor that will offer a discount?

Response provided by Greg Carr, Neighborhood Enhancement Director:
We proactively started an order with H-E-B to see what they can do with quantity pricing for 5,905 boxes/packages of diapers. Additionally, we requested H-E-B brand diapers to stretch our dollars. An additional benefit to using H-E-B is that we will have personalized service and flexibility in delivery/distribution options to reduce staff burden.
