Receive a Staff presentation and hold a public hearing to receive comments for or against the use of approximately $740,000.00 in Community Development Block Grant funding for housing, public facilities, infrastructure, and social services and the proposed allocations of funding to specific programs and projects to be included in the 2026-2027 Community Development Block Grant Action Plan; and provide direction to staff.

How often have we funded SALARIES from CDBG in the past 3 years?

Dunbar History Walk. I’m not opposed to the project, but I don’t see how it qualifies for CDBG. Perhaps Hotel Occupancy Tax would be a better fit.
CDBG qualifications/requirements.
  • Benefit people with low- and moderate incomes
  • Aid in the prevention of elimination so of slums or blight
  • Meet a need having a particular urgency (such as in time of disaster)
How much longer will BCL be in San Marcos? They are here due to either Covid or ARPA funds and those are ending soon.

How often have we funded SALARIES from CDBG in the past 3 years?

CDBG Public Service funding has been contributing to salary and benefit expense every year for local agencies for many years – perhaps since the City first received it. It is very typical for CDBG funds to support agency staff who provide the services. CDBG Administration funding pays for staff salaries and benefits.

The lighting proposed for CDBG funding is an amenity in a park that serves a low to moderate area. The lighting bollards can support the plaques for the history walk, funded by arts funding.


How much longer will BCL be in San Marcos? They are here due to either Covid or ARPA funds and those are ending soon.

Carol Griffith called BCL San Marcos and left a message asking them to call her back to discuss the San Marcos Location and future plans. We can update the Message Board with an update once they return her call.
