Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2023-XX, adopting an operating budget in the amount of $321,150,452 for the fiscal year beginning October 1, 2023 and ending September 30, 2024; authorizing certain adjustments to the budget with the approval of the City Manager; adopting a fee schedule; approving fiscal year 2023-2024 Capital Improvements Program Projects in the amount of $77,033,000; including procedural provisions; and declaring an effective date; consider approval of Ordinance 2023-XX, on the first of two readings.

The attached information is a PPTX which not everyone can open. Please post a PDF of the same info. Is this different from the one in the packet?

The Fund Summary chart in the ARF didn't translate well to PDF (pg 326). The letters and numbers are on top of each other in places.

The PDF of the packet looks OK online, but when I view it on my Windows 11 PC with the new version of Acrobat 2023.003.20284 (the new one that moved all the tool bars) there are boxes for a lot of the letters and numbers. I downloaded it twice on the same PC, same results. It looks OK on my old PC with an old version of Windows.

Given the number of additional positions that we did not discuss (as we did Fire, Police, and few others) are we close to being fully staffed in all departments?

Regarding the fee document, are there any changes we haven't already seen and approved or are on this agenda for approval? For the development fees, there is no FY23 number shown. I know there were changes in the way we charged for some items. Perhaps post a link here to the meeting packet where we changed the fees that included the old fees?

What is the schedule for cemetery lot increases? We set one years ago but I thought it was only for a few years into the future.

Attached is a PDF that includes all public hearings related to the budget.

No, as the city grows, staffing will need to grow proportionately in order to maintain service levels. The General fund had 63 new employee requests for FY 2024 that could not be funded due to lack of available funding.

There are no fee changes that have not been reviewed and/or approved by City Council. Yes, the development fees changes took effect March 1, 2023. There were several changes, including fee names, that made it difficult to provide a side-by-side comparison for the development fees. The old development fee schedule is attached.

Cemetery lots increase by $50 on January 1st of each year. Attached is Ordinance 2023-028 approving the lot fees through 2033.
