Consider approval of Resolution 2023-50R, authorizing proceeding with issuance of certificates of obligation and further directing the publication of notice of intention to issue City of San Marcos, Texas Combination Tax and Surplus Revenue Certificates of Obligation for the Castle Forest Drainage Improvements Project in an amount not to exceed $1,120,000.

How many projects have we completed in this area?
My house at 1935 Lisa Lane was 1 inch away from flooding in the December downpour in the early 1990's. The house did flood after I sold it in May 1996. I know we've enlarged the culverts on Castle Creek at least once. The house at Lisa/Ramona (I think) has had water in it more than once I believe.

Will this project be the last one we need?

Is this a CIP project?

Yes, it’s a current CIP project. It’s CIP 680: Castle Forest Drainage Improvements and is anticipated to start construction in 2024.

A prior CIP Castle Forest culvert improvement project constructed in 2008 primarily focused on channel repairs, measures to promote stormwater conveyance and to minimize erosion. Records indicate that the Section 2 of the subdivision was built in 1996. With the exception of the previously mentioned project, it’s not apparent if any other CIP projects were constructed afterwards. There has been some prior maintenance performed by our Public Works Department, but no other major projects.

The proposed project should alleviate drainage concerns that have been reported by residents and analyzed using the latest available data. Video taken by a resident in this neighborhood during an extreme rain event in May of 2019 helped identify where runoff overtopped driveways and has been utilized to plan proposed improvements in this project. No other drainage CIP projects are anticipated based on the current conditions.
