Receive a staff presentation and hold a Public Hearing to receive comments for or against, Resolution 2022-106R, approving a Seventh Amended and Restated Development Agreement with Lazy Oaks Ranch, LP, and its partial assignees in connection with the La Cima Development near the intersection of Old Ranch Road 12 and Wonder World Drive to extend its regulations to an additional 1,295 acres; authorizing the City Manager, or his designee, to execute the agreement on behalf of the City; and providing an effective date; and consider approval of Resolution 2022-106R.

Can the "proposed" map include the flood information, and are there any flooding concerns on the property east of RR12?

Can we be provided a clear comparison for the differences between their vested and our current Land Development Code standards? Specifically curious about impervious cover, occupancy restrictions, tree regulations, and water retention requirements.

Can the "proposed" map include the flood information, and are there any flooding concerns on the property east of RR12? The proposed map was provided by the applicant and is not something we manipulate. Attached is a map of the floodplain with the subject parcel highlighted in blue – the majority of the floodplain falls within the proposed Open Space.

Impervious Cover: Code allows 20% over the recharge zone. La Cima overall is permitted 19% with some land having 0% and commercial areas allowed up to 80%
Occupancy restrictions: apply in all single-family areas – the provision of occupancy restrictions in SF districts did not change when the new code was adopted
Tree regulations: for the acreage added in this amendment, current code applies
Water retention regulations: for the acreage added in this amendment, current code applies
Examples of regulations in current code which do not apply at La Cima due to vesting: residential garage location standards, alley requirements, block perimeter maximums
