Consider approval of Resolution 2021-191R, approving an agreement with CXT Precast Products, Inc., through the Sourcewell Purchasing Cooperative for the purchase and
installation of three prefabricated vault restrooms in the amount of $89,109.00; authorizing the City Manager or his designee to execute the agreement on behalf of the City; and declaring an effective date.

What is the cost of upkeep per restroom per year?

What would be the cost of a small facility that also included a shower?

Where might we be able to place more of these around town, this is pretty similar to what I brought up during the transportation work session for more public facilities.

We've been in dire need of at least one permanent bathroom downtown and have discussed it for years, although I'm thrilled with the placement of these three restroom facilities what is the reason Parks didn't also include a couple near in City Park that would be assessible for Music in the Park and folks visiting our downtown. Wimberly has a lovely restroom facility in the heart of their downtown. Just curious.

Are these connected to a wastewater line? Assuming not or we would be doing something different.
The info in the packet shows "waterless" and "flush" options so are the toilets composting toilets?
Or must they be cleaned out similar to a septic tank?
Which model, color, and exterior are we getting?

What is the cost of upkeep per restroom per year? Staff’s best estimate is $3,500 per restroom per year (give or take due to use). This includes an average parks maintenance personnel cost, paper product cost, PPE, cleaning/sanitizing products, and bi-annual pumping of the 1,000-gallon vaults.

What would be the cost of a small facility that also included a shower? Staff would need to request another cost proposal to provide that cost. Due to the lack of water and wastewater in these natural areas we didn’t explore anything requiring water connections.

Where might we be able to place more of these around town, this is pretty similar to what I brought up during the transportation work session for more public facilities. Parks Staff will have to differ to City Management for this. This project was a goal identified within the Parks Master Plan.

City Park has public restroom facilities available, and we also provide additional portable toilets during the busy summer months. San Marcos Plaza Park is most in need of restroom facilities, and we currently provide portable toilets for the summer events and other large events, as needed. We are about to begin working on the river parks master plan which will help us identify where additional restroom facilities are needed and their possible location through a public process.

No, ma’am they are not.

These are vault toilets. They are essentially a portable toilet on steroids. Upon recommendation from Texas Parks and Wildlife, it was recommended that we go with a vault system due to our high use. Compostable toilets are great for low use areas. Due to our high use, they would require a lot of maintenance and attention.

Yes, that is correct. The vault tank can hold 1,000 gallons.
Which model, color, and exterior are we getting?
The Gunnison Model and it is a light brown color. It is on page 491 of your packet.
