Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2022-73, adopting a budget in the amount of $298,144,470 for the fiscal year beginning October 1, 2022 and ending September 30, 2023; authorizing certain adjustments to the budget with the approval of the City Manager; adopting a fee schedule; approving fiscal year 2022-2023 Capital Improvements Program Projects; including procedural provisions; and declaring an effective date; consider approval of Ordinance 2022-73, on the second of two readings.

How do the numbers for M&O and I&S change for 59.30?
M&O down from 42.56 to 41.56? And I&S stays at 17.74?
Please provide the position numbers for police and for fire for the last 5 years. I'm looking for the increases we've had (or not) in recent years. Personnel roster with columns for the 5 years would be good. If not easily created then the numbers of sworn officers and firefighters and the number of other staff will work.
Page 676 - background info, second paragraph states:
"Since the maximum tax rate of 60.30 cents exceeds the lesser of the No New Revenue Tax Rate of 54.59 cents and the Voter Approval Rate of 72.70 cents, state law requires a public hearing before its adoption."
But 60.30 does not exceed "Voter Approval Rate of 72.70 cents" ???
What is the Motion wording if we drop to 59.30 cents? Same as is but change the percent increase? What would be the percent increase?

I&S always comes off the top and will remain unchanged. The penny will be removed from M&O as follows:

M&O 42.56¢ 41.56¢
I&S 17.74¢ 17.74¢
Total 60.30¢ 59.30¢

But 60.30 does not exceed "Voter Approval Rate of 72.70 cents" ???
This is a requirement from Texas Tax Code 26.05(d) that requires a public hearing on a tax rate the exceeds the lower of the voter-approval rate or the no-new-revenue rate. A public hearing is required if the City’s proposed rate exceeds the lower of the two rates. The proposed rate does not have to exceed both rates to require a public hearing.

"I move that the property tax rate be increased by the adoption of a tax rate of 59.30 cents, which is effectively an 8.6 percent increase in the tax rate."
