Receive a staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2022-70, amending the project plan and reinvestment zone financing plan for Tax Increment Reinvestment Zone No. 5, also known as the “Downtown TIRZ” to allocate funding in support of an annual downtown operations plan and approved project plans submitted via an application process; authorizing the City Manager, or his designee, to execute such amendments on behalf of the City; including procedural provisions; and declaring an effective date; and consider approval of Ordinance 2022-70, on the first of two readings.

During the presentation, please explain the 70% and how it is computed (increment since program began).
I see that the new workers will be contract for the first year and transition to staff at the end of that year.
I see "Pilot program will be used to determine appropriate level of staffing."
Where/when is the review of the Pilot Program so we know if we need both positions? Maybe we can get by with one, maybe we need the three originally requested.
Assuming there will be a review, who will do that?
Did we ask the county about maintaining their grounds, at least for litter pickup?
The document noted "redlined" is not. Recall that if a Word document with tracked changes is placed in Legistar for use in the packet, Legistar automatically accepts all the changes and they are not marked anymore in the resulting PDF. Have to save the tracked changes document to a PDF before placing it in Legistar.
Have we considered using the Community Enhance fee/funds for some of all of this? That's kinda one of the reasons it exists.

Assuming there will be a review, who will do that?
Yes, we will hire contract labor for the first year.
Destination Services Staff will evaluate the program quarterly.
A quarterly report will be provided to our City Management Team.
Work plan will be adjusted monthly for best overall use of labor.
We hope to transition contract labor to City staff after full evaluation of program and Council Approval.

The contract labor team will pick up litter/debris along the sidewalk surrounding the courthouse and the shrubs. Yes, Destination Services staff will communicate with Hays County and the Judge’s office.

Have we considered using the Community Enhance fee/funds for some of all of this? That's kinda one of the reasons it exists. The Community Enhancement Fee funds the Horticulturist and support staff who provide a multitude of support service to downtown which we truly appreciate. Community Enhancement does not have the capacity to fund additional programs.
