Consider approval of Resolution 2021-96R, approving an agreement with Enterprise Fleet Management, Inc. through the Texas Interlocal Purchasing System (TIPS), to provide for the lease and maintenance of vehicles for the use by several City departments over a five year period and the purchase of miscellaneous equipment and maintenance in the estimated amount of $1,206,000.00; authorizing the City Manager or his designee to execute the agreement; and declaring an effective date.

In response to Council member Baker’s questions about fuel efficiency programs, I offer the following information in place for fleet procurement.

  • Part of our specifications is to require the ability to run E85 on our light duty trucks and sedans, SUV’s when available.
  • Anti-idling is now standard across most light duty truck platforms and is requested when ordering.
  • We have moved away from V8 engines in our light duty trucks and SUV’s. V8 engine requests are vetted out before an order is placed. PD is the only exception to this. (Fleet Rightsizing)
  • Diesel engine requests are now vetted and a proven need is established before ordering. (Fleet Rightsizing)
  • With the Enterprise Leasing program we have been able to get rid of our older less fuel efficient vehicles and replace them with new models that are more fuel efficient and have a lower operating cost. Average age of our light duty fleet is now 5 years or newer.
We currently own 3 new Hybrids and 5 older Hybrids. The older ones are at or reaching their end of service dates with high costs and age. Options for Hybrid and electric vehicles are limited at this time. Electric service trucks are not available from major vehicle manufacturers. But, manufacturers are exploring more truck options.

Electric vehicles have been discussed. There is currently no charging system in place to use Electric Vehicles in our fleet.

After verifying with staff, the new Public Service Center does not currently have charging stations.
