Receive a staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2022-45, amending the Official Zoning Map of the City in Case No. ZC-22-24, by rezoning approximately 136.912 acres of land located at 900 Francis Harris Lane, one mile South of the Francis Harris Lane and South Old Bastrop Highway Intersection from “FD” Future Development District to “CD-2.5” Character District - 2.5, or, subject to consent of the owner, another less intense zoning district classification; including procedural provisions; and providing an effective date, and consider of approval of Ordinance 2022-45, on the first of two readings.

Is the adjacent power plant on San Marcos water or Crystal Clear water?
ARF shows this will be on Crystal Clear water, but the water/wastewater lines on the annexation map look like ours.
How do we show water lines from other systems on our maps?

I believe there are reclaimed-water lines along the water and wastewater lines. Please advise.
If so, does the applicant plan to use those lines?
For the houses?
For the parks?

Why don't we show reclaimed-water lines when we show water and wastewater lines?

Is the adjacent power plant on San Marcos water or Crystal Clear water? The power plant is in San Marcos Water CCN and is served by the City.

ARF shows this will be on Crystal Clear water, but the water/wastewater lines on the annexation map look like ours. That is correct, only City lines are shown on the map.

How do we show water lines from other systems on our maps? Staff does not have easy access to accurate shapefiles for other utility providers. When other providers share data with staff it is typically a courtesy for internal use. This data is not the City’s information to share or release externally.

I believe there are reclaimed-water lines along the water and wastewater lines. Please advise. The city has some reclaimed water lines, however they do not follow all water / wastewater lines.

If so, does the applicant plan to use those lines? There is a reclaimed line along Francis Harris, staff has reached out to the applicant to determine their intent to use / not use reclaimed water.

Why don't we show reclaimed-water lines when we show water and wastewater lines? The idea of showing this additional layer has not previously been discussed, however it could be added. Utility connections and capacity are worked out as part of the platting process so they are not always on staff’s radar at the time of zoning. It is probably not necessary to include a water/wastewater line map at the time of zoning. It might be better to show the CCN boundary map at the time of zoning. (See Attached) Staff will consider necessary changes to the map package for future agenda items.

Additional response provided by the applicant:
Yes, we are aware of and may utilize the reclaimed water line on Francis Harris Lane for our parks and open space. We do not intend to use it for the homes as it is not potable water. While this is our intent, we are unsure of our ability to utilize this line because we are in Crystal Clear’s water CCN. We are going to work with Crystal Clear and the City of San Marcos on this issue during the development review process.
