Consider approval of Resolution 2021-195R, approving Amendment No. 1 to the Second Extension and Restatement of the Operation and Management Services Agreement
relating to the San Marcos Regional Airport with Texas Aviation Partners regarding the expenditure of Federal Aviation Administration Coronavirus grant funding; authorizing the
City Manager or his designee to execute the Amendment on behalf of the City; and declaring an effective date.

How much are the current TAP salaries and staffing levels?

How many temporary positions will this funding create and what will their salaries be, will it include benefits on day one?

Attached is the excel file that shows the airports financials including its net income(loss), including and excluding depreciation, for the last 12 years. Depending on if you include or exclude depreciation, which is a non-cash item, while the airport has seen several years of net operating loss, it has not been every year and when excluding depreciation there has only been four years with a loss in the last twelve years.

How much are the current TAP salaries and staffing levels? Because there is no mechanism built into the TAP contract to automatically review and increase personnel at the Airport, staffing levels have remained unchanged at 3 full-time employees since the contract began in October 2010. TAP has requested an increase in their annual contract on several occasions to account for the increased activity and interest in development at the airport. This grant funding, which is required by the Federal Aviation Administration to be expended on Airport operating expenses, provides an opportunity for TAP to hire additional staff to focus on revenue-generating projects without sacrificing existing services and safety requirements at zero cost to the City.

How many temporary positions will this funding create and what will their salaries be, will it include benefits on day one? At a minimum, the additional funding will be used for one full time position with a salary to be determined based on experience. The remaining annual balance will either be used for a part time position or contract services related to real estate functions. All TAP employees receive full medical and dental benefits beginning on their first day.
