Consider approval, by motion, authorizing an Out-Of-City Utility Connection request for water service by Radius Civil Engineering, on behalf of Zachary McDonald, for an approximately 25.5 acres Manufactured Home Community lot located at 913 Horace Howard Drive.

Who will pay for the upsizing?
In the packet there is this: "The waterline may have to be to increased in size to accommodate the development." but no notation on who will pay. I would usually assume the developer but would like confirmation.

Who will pay for the upsizing? If this development needs a larger water line to serve the project, the developer will pay for the upsize. If the city finds benefit in upsizing more than what is needed for this development we could participate in the cost. In this case, this is the end of a line so no city participation is expected.
