Consider approval of Ordinance 2022-39, on the first of two readings, amending Chapter 2, Article 3 - Boards, Committees and Commissions, of the San Marcos City Code by amending section 2.111 relating to the composition of the Neighborhood Commission; Section 2.172 relating to the composition of the Parking Advisory Board; Section 2.211 relating to the composition of the Main Street Advisory Board; Section 2.271 relating to the composition of the Citizen Utility Advisory Board; Section 2.351 relating to the composition of the Convention and Visitor Bureau Board; and Section 2.369 relating to the composition of the Economic Development San Marcos Board; including procedural provisions; and providing an effective date.

Looking for more information regarding the EDSM voting member changes. All I could find is that the Finance and Audit committee was considering changes to this at some point. Who serves on that committee and what was the justification for the change?

Is there any reason they did not consider also removing: GSMP, the Chamber rep, and the Hays County Commissioner, and School District representative as well?

The Finance and Audit Committee discussed the EDSM bylaws at the March 2022. The following was included in the meeting minutes:

Review and Consider approval of updated bylaws adopted by EDSM Board:
Kelsey Lee Jordan provided a history. Currently not any approved by laws from the board on file.
The board has been following best practices and still meeting. A standard template was used,
and some changes were made to be more detailed to be in compliance with the City Ordinance.
Discussion regarding board member terms, F&A Committee requested that more research be
done to determine best practices on who voting members should be, then bring back to
committee for vote.

The bylaws were not discussed at the April meeting.

The GSMP representative to EDSM is currently a non-voting member.
