Receive a Staff presentation and hold a public hearing to receive comments for or against the proposed application and funding process for human services funding.

1. For this round of funding, will HSAB will only consider applications from non-profits that have been in service for 2 years or more?
2. Is there a way for a younger non-profit to partner with a more established non-profit to be part of a plan to address an increase in unhoused neighbors due to Covid and evictions or other social service needs?

Glad to see that Community Initiatives, who also handles CDBG, will be working with the HSAB. This should provide the link we've wanted for years between multiple types of funding for social services.

I don't recall, and cannot find, that we've done this public hearing before. The Code states that the HSAB will conduct this hearing.
Sec. 2.233. - Duties.
The human services advisory board will:
(1) Conduct an advertised public hearing each year on or before June 15 regarding the proposed application and funding process for human services funding.
and the rest of the duties continue on this list.

Please provide the dates on which we've done this public hearing in the past so I can review any comments made in previous years.

1. For this round of funding, will HSAB will only consider applications from non-profits that have been in service for 2 years or more? No, this funding has no restriction on length of time the non-profit has been established. Staff did not see this requirement in any written document; therefore, it has not been included in the application. Organizations will be considered regardless of time in service. Please provide the dates on which we've done this public hearing in the past so I can review any comments made in previous years. This public hearing has not been held for at least the past two years. Community Initiatives fully took over the program in July and staff noticed the requirement and therefore scheduled it at the earliest availability. Based on information we have been able to gather, while HSAB’s recommendations were presented to Council and approved there was not a public hearing. It was only found that a public hearing was required and not being done when this function was transferred to Ms. Griffiths and she reviewed the ordinance and questioned.
