Receive a staff presentation and hold a Public Hearing to receive comments for or against Resolution 2022-168R, adopting the Community Development Block Grant (CDBG) Action Plan that provides for the allocation of $727,486.00 of CDBG entitlement funds for program year 2022-2023; authorizing the City Manager, or her designee, to act as the Official Representative of the City in matters related to the CDBG Program and Action Plan; and declaring an effective date; and consider approval of Resolution 2022-168R.

Habitat for Humanity application pg 12, packet page 1192 has incorrect population numbers for San Marcos. Did someone notify them and ask for a correction?
“The Housing Counseling program also helps families become ready to reach the American Dream of homeownership, including in San Marcos, as housing becomes less affordable in the region. The City of San Marcos has shown continued rapid growth, with its population increasing more than one-third from 157,000 to 241,000 between 2010 and 2020.”
May anyone use the Housing Counseling program who isn't applying for Habitat services/funding?

Which committee made these decisions? A staff committee composed of Community Initiatives Manager (Carol Griffith, Program Administrator (Irma Duran), and Accounting Specialist (Zindi Castillo); the Community Vitality Coordinator from Neighborhood Enhancement (Tiffany Harris), and the Assistant to the City Manager (Hayden Migl)
Was the Human Services Advisory Board involved? No

Habitat for Humanity application pg 12, packet page 1192 has incorrect population numbers for San Marcos. Did someone notify them and ask for a correction? Staff did not ask Habitat for Humanity for a correction to the population numbers; this just seems to be recycled from a prior application.
