Agenda Item 25: Council Committee Rules of Procedure

Hold discussion on Council Committee Rules of Procedure and provide direction to Staff.

The Current COSM Board and Commission Bylaws have been included in the packet. I am attaching here as well for convenience.

Most of our peer cities (the ones that responded) do not have procedures in place for Council Committees.

Assuming this is another DO NOT REPLY situation but here are some questions I have -

Why does a committee of three need to be unanimous to add a future agenda when two could simply add it to our regular agenda?

Who decides whether something is within the purview of the Subcommittee? If Something is outside the subcommittee is it redirected to the correct one? Do we just put it on the regular agenda without it going through any subcommittee?

I would add to Article 6:
F: Meetings shall be recorded, open to the public, and have the chat feature enabled.

Will these rules also apply to all Council created committees as well, such as the Use of Force Committee?
