Executive Session in accordance with:
A. Sec. §551.087 of the Texas Government Code: Economic Development: to receive a staff briefing and deliberate regarding economic incentives for Project Outlook.
B. Sec. §551.071 of the Texas Government Code: Consultation with Attorney: To receive advice of legal counsel regarding the Purchase and Sale Agreement with Pursuant Ventures Development, LLC for the San Marcos Sportsplex Project
C. Sec. §551.074 of the Texas Government Code: Personnel Matters: to discuss the duties and responsibilities of a Public Official, to wit: City Council Members

I don't think staff is responding to this, and I don't believe the Mayor should either or my other colleagues. That being said I do have these questions -

Should allow people to use whatever their preferred pronouns might be not just Mr. or Ms.

Who would hold the Mayor to account if found in violation of these rules of decorum?

I will likely need elaboration and details for what each bullet means to ensure it is wielded equitably.

What do you mean by support City policies? Does this mean I agree with them, that I don't publicly advocate against them? I'm not sure how we change things if we're required to support City policies that may be harming our community or leaving people out, or improperly weighing the impacts economic decisions, etc.

What do you mean buy support decisions made by Council? Does this mean that when found to be in the minority on an issue I'm being asked to accept the vote and move ahead instead of working to improve or rally public to change the policy I disagree with? Does this mean that once Council makes a decision it binds future Councils?

Policy and Administration intersect often and are sometimes important to address because as we've found we're struggling to always communicate through an equity lens or with real intentional outreach.

What do you mean to let each item stand on its own? Everything has context and history that should not be reduced to a vacuum of checked boxes and rubber stamps. When we consider a new housing project we should consider how many houses are already on the ground...When we attract businesses or cut deals with them, we should consider the quality of jobs they provide and their reputation as an employer world-wide...

What do you mean by "...once a point has been made..."? What about my ability to convince my colleagues by presenting new information or something I forgot previously and just remembered. I think this encourages backroom dealing wherein giving limited discussion from the dais. Additionally, there is already a mechanism by which you can 'call the question', why does that not suffice?

Historically the 'politeness and efficiency of meetings' has marginalized communities from participating and serves to oppress the voices of their representatives. I think several of the tenants of this are misguided and am surprised to see such undemocratic expectations on display.
