Consider approval of Ordinance 2021-89, on the second of two readings, designating the City as a Media Production Development Zone; providing a savings clause; providing for the repeal of any conflicting provisions; and providing an effective date.

Looking over this again in the context of our executive session item as it relates to this designation:
Is there a reason we're using the entire boundary of San Marcos, instead of carving out environmentally sensitive areas? Some of these production facilities will be rather large. While these can range in type, I'm imagining worst case scenario a big production that uses explosives etc. and the concerns about their impacts on the environment, could we do anything to restrict certain types of disruptive production scales?

The city limits were selected as the boundary as this allows the greatest ability for the City to consider location ordinances in the future. Otherwise, future City Council actions could be limited by creating a smaller boundary. Any project desiring to be nominated within an established zone will be required to submit an application and be considered by the City Council individually. Additional requirements would not be added as part of the ordinance; however, the City Council could choose to not vote to nominate a future project as a qualified media production location if that project is not desirable or if it has greater potential risks relative to expected benefits.
