Consider approval of Resolution 2024-26R, authorizing the fourth Change in Service to the contract with recreation engineering and planning in the amount of $230,730.00, related to the IH-35 shared use path connection project to include final design, bidding, and construction phase services; authorizing the City Manager, or her designee, to execute the appropriate documents to implement the Change in Service; and declaring an effective date.

It's a Shared-Use Path but the bridge is noted as a pedestrian bridge. Will bicycles be allowed on the bridge?

How long will it take to get permits for the pedestrian bridge?

Under Task 4 I see "The preliminary design will be developed in AutoCAD software and will be delivered as PDF design plans."
Why wouldn't we want the AutoCAD file so we can make changes as needed, if needed?

When will we contract with a bridge designer since that is not in this scope?

Task 8 includes "The plan set will be developed in AutoCAD Civil3D software and will include plan view sheets, typical profiles, typical sections, and typical details will be developed for project elements." without note as to how it will be delivered. The deliverables are: "Deliverables: Bid Package including Plan Set, Technical Specifications, Bid Tab, EOPC" What will we receive?

It's a Shared-Use Path but the bridge is noted as a pedestrian bridge. Will bicycles be allowed on the bridge? Yes, the bridge will accommodate bicycles.

How long will it take to get permits for the pedestrian bridge? The duration of permits varies by project and location. At this point in the design, we don’t know exactly which permits are needed. As the design is finalized and coordinated with the other agencies, we will determine which permits are needed and we will issue a change is service to the existing agreement to add that scope, if needed.

Why wouldn't we want the AutoCAD file so we can make changes as needed, if needed? They are just specifying the design will be completed in “AutoCAD Civil3D” versus other CAD software such as “MicroStation.” In addition, we are not the engineer of record, so we would not change their design. Our standard contract language also provides us rights to any and all files associated with the project (including CAD files), so we can obtain at any time if we need to the files.

When will we contract with a bridge designer since that is not in this scope? The design engineer will coordinate with a manufacture on a pre-fabricated bridge. This is very typical on these types of pedestrian bridges and the cost of the design is typically subsidiary to the project.
