Consider approval of Resolution 2023-25R, approving a Change in Service to the City of San Marcos Regional Airport Master Plan update agreement with Garver, LLC relating to a gap analysis study, in the amount of $108,270.00 for a total contract price of $520,187.00; authorizing the City Manager or her designee to execute the appropriate documents to implement the Change in Service; and declaring an effective date.

Given the extensive Airport Master Plan completed in 2021, why would this not have been done at that time?
How much is in the Account Name: C112-Airport Master Plan Updates?
Why would this not be considered airport expenses and come out of airport revenues?

Given the extensive Airport Master Plan completed in 2021, why would this not have been done at that time?
  1. The potential for commercial and scheduled cargo service at the airport came to light after the master plan was complete. Hence, it did not warrant a specific analysis in the master plan of the requirements to become certified.
  2. Additionally, adding this analysis to the main master plan work was unlikely to have been approved by TxDOT Aviation and the FAA as part of the reimbursed costs (90% of the master plan was reimbursed).

Airport planning expenses have not historically been captured in the airport’s operating fund summary.
