Consider approval of Resolution 2022-178R, authorizing a Change in Service to the agreement with HDR Engineering, Inc. relating to the Castle Forest Drainage Project to advance the project to the bidding phase by developing plans, specifications and estimates in the estimated amount of $114,202.00; authorizing the City Manager or her designee to execute the appropriate documents to implement the Change in Service on behalf of the City; and declaring an effective date.

How many times has this channel been worked on?
I lived on the corner of Lisa Lane and Castle Creek Dr, backing up to this channel from 1990 to 1996. There was water in my garage during one of the downpours during that time. Others have also had water in their houses. I moved away but I can recall one project and I think two that have cleaned out the channel and installed larger culverts on Castle Creek. There was a subsequent storm after I moved and when I drove through the neighborhood to visit friends, I saw the carpet in my former house in the front yard so I'm assuming the house flooded that time.

Although the main objective of this project is flood control, CIP project’s commonly explore water quality options during this phase of work. We will begin to identify where these type of controls might be implemented.

The referenced Castle Forest culvert improvement project constructed in 2008 primarily focused on channel repairs, measures to promote stormwater conveyance and to help prevent future erosion. Video taken by a resident in this neighborhood during an extreme rain event in May of 2019 helped identify where runoff overtopped driveways and has been utilized to plan proposed improvements in this project. We are not aware of any other CIP projects in this area. Attached is a list of prior maintenance work performed by our Public Works Department.
