Consider approval of Resolution 2023-04R, approving a professional services agreement with Arcadis, U.S., Inc. for cost assessment of the City’s water supply in the amount of $100,000.00; authorizing the City Manager or her designee to execute the agreement on behalf of the City; and declaring an effective date.

The study will determine and document how best to utilize our water supply portfolio when we have all four supplies on line, establish incremental costs for each supply, and establish a new wholesale rate based on each supply (and a blended cost) to use when considering water sharing agreements to maximize our value there with documented price bases. Ultimately, the beneficiaries are our ratepayers.
Internal stakeholders include Utilities personnel to include Director, Assistant Director, Distribution Manager, and Utilities Financial Analyst. Potentially CIP/Engineering personnel.

External stakeholders include Alliance Regional Water Authority (ARWA), Canyon Regional Water Authority (CRWA), and Guadalupe-Blanco River Authority (GBRA) operations directors as well as GBRA’s plant managers for the surface water treatment plant. Potentially plant manager for the wastewater treatment plant, but not likely.
