Item 06: School Facilities for City Use During Emergencies

Consider approval of Resolution 2024-51R, approving a Memorandum of Understanding between the City of San Marcos and San Marcos Consolidated Independent School District, allowing for use of school facilities by the city in response to emergencies; and declaring an effective date.

4.4 The City agrees that it shall exercise reasonable care in the conduct of activities in said facilities and further agrees to replace or reimburse the District for any items, materials, equipment, or supplies that may be used by the District [should this be City?] in the conduct of its sheltering activities.

Do we have a process for inspection of the building(s) immediately prior to making them available to the public who will need them? Like one does when renting to ensure the landlord knows that (whatever it is) existed prior to move in?
I realize that things may be moving quickly when we need this facility and this may not be fully feasible every time.

And we will have to ensure people know they can't bring their pets.

Staff has noted and will update the document accordingly with the bolded and highlighted corrections for the following sections:

Do we have a process for inspection of the building(s) immediately prior to making them available to the public who will need them? Like one does when renting to ensure the landlord knows that (whatever it is) existed prior to move in?
We will not obtain keys without a district employee so once we are able to meet with them at the high school the goal would be to do a quick walk through of the area to assess the areas that will be occupied.

And we will have to ensure people know they can't bring their pets.
In regards to pets we want to make sure to note that although no pets (besides service animals) are written into this facility we are working with the animal shelter and neighborhood enhancement to determine a location to house animals during a shelter operation. There is potential for an agreement between the shelter and the high school but it was requested to be a separate agreement so they would not be confined to only using the facility during times of disaster.
