What is included in the $14M of improvements?
- The attached document entitled Whisper PID Authorized Improvements 2020 SAP includes a summary of the authorized improvements and the budget. The major improvements included:
- Roads: Opportunity Boulevard, Fortuna Road, and Susurro Parkway - $9.7 million
- Wastewater: Lift station and two wastewater lines - $601K
- Detention pond - $210K
- Soft costs and construction management - $1.2 million
- District formation and bond issuance costs - $3.1 million
Have they been completed? It looks like these were completed in 2020. Correct?
- Yes, the authorized projects have been completed.
If completed, is Whisper being reimbursed for these yet? I've read the report but I'm still not sure. I see a chart showing annual installment due 1/31/24.
- Since special revenue bonds were issued, the Whisper developer received reimbursements for costs associated with the authorized improvements after substantiating the costs.
- The assessment installments showing for 1/31/24 forward are to repay the bonds issued for the authorized improvements.
I see that a number of acres that were going to be Retail/commercial are now planned to be residential. Is this correct?
- Yes, and that change was made in a previous service plan update. Attached is a redlined document showing the changes from the 2022 update to the 2023 update.
Where are the dedications to Hays County? Why would there be any dedications to Hays County?
- The language used creates ambiguity. Confirmed with P3 Works that nothing was dedicated to Hays County, it is just being noted that it is located within Hays County.
