Consider approval of Ordinance 2024-03, on the first of two readings, amending Chapter 82 of the San Marcos City Code to, among other things, define the authority of the city’s Parking Advisory Board, update the list parking violations and associated fines, and allowing for the creation of parking benefit districts; providing a savings clause; providing for the repeal of any conflicting provisions; and providing an effective date.

Why are sections 82.037-044 shown as deleted? They don't exist now. These are items that were proposed to the PAB but decision was made to NOT duplicate Sec 2.171. This was a wise decision. The document the PAB saw showed it deleted from our previous version (which was correct for us) but since it was never adopted, why show it here, and deleted? Shouldn't it have been simply REMOVED before going to Council agenda?

Sec. 82.159. Penalties for parking violations. (d) An administrative fee of [strike $50.00][insert100.00] to defray the city's costs in administering and enforcing orders pursuant to this article will be charged for each vehicle ordered immobilized or impounded.
Municode shows this is currently $100.

Same notation for Sec 82.300. Changes shown indicated to the PAB what changed from the previous version but it is ALL new for the public. No need for the red changes. The underline to show new text is correct.
