Item 12: Centerpoint Road Water Main Extension Project Design and Engineering Services

Consider approval of Resolution 2022-57R, approving the award of a contract to Walker Partners, LLC. For design and administrative engineering services relating to the Centerpoint Road Water Main Extension Project in the amount of $148,180.00; authorizing the City Manager or her designee to execute the contract on behalf of the City; and declaring an effective date.

I see "The water main extends along Centerpoint Road from the intersection of Old Bastrop and Centerpoint Road to 2750 Centerpoint Road which will serve Customers that are in the CoSM CCN but are currently serviced by Crystal Clear water main."
So, are we going to acquire that CCN area from Crystal Clear?
Do we have arrangements with Crystal Clear to take water from their main?
I don't understand what and why we are doing this...

So, are we going to acquire that CCN area from Crystal Clear? The CCN swap has already occurred and was approved back in the 2014. This new main is needed to finalize the details listed in the swap since the City does not already have infrastructure in this location. Although the swap occurred in 2014, the process of finalizing the swap has been lengthy and is ongoing. City and Crystal Clear staff have swapped most services from the 2014 swap using in-house crews; however, there are a handful of projects still needed to finalize this swap. This project is much larger and beyond the skill set of City in-house crews. It will require a set of engineered plans to be completed.
Do we have arrangements with Crystal Clear to take water from their main? Yes, the attached agreement allows Crystal Clear to provide water to these residents until the City can get this new main installed.
